Cluster 1's final Horizon Europe phase runs 2026–2027 with a budget of €8.246 billion, and it's focused on three priorities: AI and digital tools in clinical settings, pandemic preparedness, and Europe's mental health crisis.
Each is backed by real momentum. Mental disorders now affect more than one in five people across OECD and EU countries, up nearly 21% over two decades, costing the EU an estimated €76 billion a year. The European Partnership on Pandemic Preparedness has entered its second phase. And on AI, 2027 brings dedicated calls for predictive biomarkers, Virtual Human Twins for clinical decision support, and a first call for general-purpose AI models in healthcare.
This training session gives health researchers, clinicians, and R&I professionals a clear, up-to-date picture of what the 2027 Cluster 1 calls cover, which themes are being prioritised, and how to position a competitive proposal across these three defining areas of the final Horizon Europe work programme.
