Local framework agreement for communication services

SLU’s framework agreement for communication services comprises four different service areas and includes three ranked suppliers. Depending on the service needed, call-off orders should either be made according to the ranking, or through renewed competition (FKU), where all suppliers compete with their estimates.

Service areas

The agreement comprises the following areas:

  • Graphic design
    Graphic design and production of prints and digital content for external and internal target groups based on SLU’s visual identity. Examples: conceptual work, creative concepts, copywriting services, image style, product layouts in the form of e.g. brochures, illustrations and infographics, banners, information material, publications, advertisements, etc.

  • Campaign and apps development
    Digital material such as games and apps, AR and VR. Deliveries of digital products are primarily made to the Division of IT, which performs tests and deploys new products.

  • Display case design and events
    Production of display cases and other display material for exhibitions, conferences and events with SLU’s visual identity as a basis. This can include concept development, construction, material planning, production, logistics and montage.

  • Video production
    Film production with varying complexity levels, including marketing, documentaries and smaller videos. Examples: cinema advertisements, presentations, instructional videos, etc.

Call-off model

Note that this new call-off model has replaced the old one (where only orders over SEK 20,000 were subject to re-opened competition).

Production and consultancy services must be ordered in accordance with the ranking. The person ordering must give the first-ranked supplier an appropriate amount of time to accept the order. If they cannot accept it, the request must pass to the next on the list and so forth.

Re-opened competition applies to advanced or continual services with several sub-orders. When a call-off is made through re-opened competition, it means that the buyer invites all suppliers to submit tenders again in accordance with the framework agreement conditions.

Strategic briefs can be used to collect feedback from the suppliers regarding how a service should be designed. All suppliers must be compensated for their time in connection with such assignments.

Facts:
The agreement applies as of 1 July 2018 until 30 June 2020.

The framework agreement for communication services (SLU ID 2017.2.4.4-4118) applies as of 1 July 2018 until 30 June 2020. The agreement can be extended twice for a period of one year. At most, the agreement can apply for four years.
