Leave comments on the Plan S implementation
Now there is an opportunity to leave comments on the implementation of Plan S to Swedish research council Formas. Plan S or cOAlition S is a European initiative to further advance open access to research results. The aim of the plan is that all publicly funded research will be published with immediate open access, starting 1 January, 2020.
Behind Plan S is a coalition of mainly European research funding agencies, called Science Europe. A number of European research councils support the initiative and among these are Swedish Formas, Forte, and the Bank of Sweden Tercentenary Foundation (Riksbankens jubileumsfond). These funding agencies will demand specific compliance on open access publishing, in accordance with Plan S. The Swedish Research Council supports the principles of open access publishing, but have chosen not to back Plan S.
At the end of November an implementation guide for Plan S was made available, please see link below. The guide suggests different alternatives to immediate open access publishing in accordance with Plan S. It also presents the reasoning behind the open access policies of the participating research councils and how they aim to accelerate the transition to open access publishing. Since Formas and Forte have chosen to participate in Plan S, all researchers who have funding from these agencies will be affected by the initiative.
The research councils Formas and Forte are now welcoming input on the contents of the implementation guide, in order to find out if there are any issues or problem areas that need clarification or are missing altogether. They therefore invite Higher Education institutions, academies, research institutes and research funding agencies to leave comments through a survey. SLU are among the invited.
Vice-Chancellor Karin Holmgren has given the SLU library the task to compile comments from SLU on the implementation guide. If you have any comments, please send these to Karin Grönvall (firstname.lastname@example.org), no later than 17 January. You can also leave comments directly to Formas through their survey, in that case no later than 1 February.
Formas, Forte, and the Swedish Research Council are hosting a joint hearing on the Plan S implementation guide 22 January, the aim being to discuss how the Swedish research infrastructure can best transition to open access.
